Timetable Set for Community Governance Review consultations in Emsworth and Hayling Island
Following the Full Council meeting
on Wednesday 5 November, Havant Borough Council has
confirmed resources and agreed a timetable to undertake
Community Governance Reviews for both Emsworth and Hayling
Island.
Alternative governance could
include the creation of a distinct parish council for both
Emsworth and Hayling Island. Other options could include
some less formal representation, such as Neighbourhood Area
Committees, or, indeed, no change. Residents in both areas
will have the opportunity to take part in a public
consultation starting from 5 January 2026 which - if it
shows public clear interest to continue exploring options -
will result in a Full Council decision by Havant Borough
Council on any new form of governance by September 2026.
Relevant elections would then start for the new councils in
May 2027.

residents can have a greater say in local issues. I'm
delighted that they now have the opportunity to share their
views on how decisions should be made at the most local of
levels. I am excited to see the outcomes for both
communities and encourage everyone in Emsworth and Hayling
Island to take part in the consultation"
